Sooner started, sooner mended. When he goes to the pad, quickly escort him out the door, He should soon learn to go to the door.

You want to start ASAP. You need to be patient with you puppies. They will have problems. Always reward them with praise or a treat when they do something right. If you catch them messing up, say no sternly (do not yell). Then pick your puppy up and take them outside to finish. It will take time to get them where they will go outside. Make sure that you take them outside a lot. Tell them to go potty. Allow a good amount of tim (5 min. or so). If they do not go bring them back into the house. Watch them carefully and take them out the next hour or so. Just remember to praise them when they go outside. (try not to let your puppies play where the go potty. They need to know what they are suppose to do in that area.) So play in one area of the yard… potty in the other.

I have two labs and this worked great for me.

Start house training NOW. Use a crate. Forget the puppy pads, they merely teach the dog to go potty in the house!
Before you ask if crating is cruel, I will answer. :) Crate training is NOT cruel, it takes advantage of their natural instincts not to mess where they sleep.
Get your beagle a crate and begin NOW. There are tons of good websites on crate training on the internet. Here are a few:
    http://www.inch.com/~dogs/cratetraining.html
    http://www.hsus.org/pets/pet_care/our_pets_for_life_program/dog_behavior_tip_sheets/crate_training.html
    http://www.siriusweb.com/AAD/crate.html
    http://www.perfectpaws.com/crt.html
    http://www.dogbreedinfo.com/cratetraining.htm

Secondly, starting as early as possible for things like nail clipping and grooming are very important. Get your dog used to having her nails and feet touched – it’s very important because many many dogs dislike toenail clipping. It’s a necessary evil if you want to take good care of your pet.

So to answer your question, start immediately.

Ditch the puppy pads, they essentially teach a dog that it’s OK to potty in the house. We don’t want that!

Start with crate training. Crate training makes housebreaking a dog 1000 times easier, I promise! http://www.tonypassera.com/thedogsite/www/cratetraining.html This link has lots of valuable info. Have a look!

Your puppy is twelve weeks out, and that means that she can only hold it for a few hours. That means you should be taking her out very frequently. After she wakes up, after she eats, after playtime, before bed.. before you go to work, after you come home from work.. DON’T give her the chance to pee in the house!

When she goes outside, go crazy with praise. Talk in the sweetest, goofiest, most high-pitched voice you can manage. Praise her even if she pees the tiniest bit. It’s this positive reinforcement that will really help her learn to go outside.

Don’t scold her if you catch her squatting inside; immediately bring her outside to finish.

Good luck! Persistence is key! :)

    Kate Q,
She is a baby, take your time and love with her.
It will pay off in the long run.
Take one of her soiled pads outside and put it in the area you would like her to use the bathroom. watch after she eats…take her out.
when she wakes up ….take her out.
when she is done with a playing session….take her out.
before she goes to bed….take her out.
always use a soothing voice to tell her she has done well….GOOOOOD girl.
when she has an accident…promptly take her to her spot in the yard, so she can see where she is supposed to go.
    no yelling.
all dogs want to please. Patience is your name now.
    good luck

I think you should start training now, by 12 weeks puppy is capable of learning sit, come, no, and their name. House training takes lots of patients and from my experience it usually takes 6 to 7 months before puppy has no more mistakes. Sometimes more time or less it just depends on the puppy and how you train them. Try taking the “Pile” that puppy leaves and putting it outside. Show puppy that is where you want the potty. You can also put the urine soaked paper towel or rag outside also, or after puppy is trained to go on the pad put that outside. I am not a fan of the pad because I think it sends the wrong message, best of luck
